Chandigarh, September 11, 2025 – The Haryana government has unveiled its visionary blueprint, “Haryana@2047,” aimed at transforming the state into a non-stop life force of a developed India (Viksit Bharat). The document, released amid ongoing efforts to align with national goals for 2047, emphasizes nurturing youth, empowering women, and building a sustainable trillion-dollar economy. Drawing on current strengths like high GSDP growth and industrial leadership, while addressing weaknesses such as education gaps and water deficits, the vision outlines strategic missions to elevate key indicators like life expectancy, per capita income, and female workforce participation.

Demographic Profile

Haryana’s current population stands at approximately 3 crore, projected to grow to about 3.87 crore by 2047. The median age is expected to rise from the current 29-30 years to 34-38 years, reflecting a maturing demographic dividend. Life expectancy targets are set ambitiously: over 75 years for males (up from 69.37 in 2021) and over 80 years for females (up from 74.09 in 2021). The maternal mortality ratio is slated to drop below 5 per 100,000 live births from the current 110.

To achieve these improvements, the vision focuses on the “Future-Ensured Families” mission under the HHH Approach (Healthy, Hopeful, and Happy). This includes the Health Rise 2047 initiative, which prioritizes preventive healthcare, advanced technologies, and inclusive strategies to combat malnutrition, stunting, anemia, and lifestyle diseases. Telemedicine, public-private partnerships, and universal high-quality medical access are highlighted to boost life expectancy and productivity. Additionally, the Family Guard 2047 action aims to provide comprehensive social infrastructure, ensuring families are free from disease and disparity burdens.

Social Profile

The state’s Multidimensional Poverty Index is targeted to fall below 0.01 from the 2019-21 level of about 7.07%. Female labor force participation is projected to exceed 60% (from 18.8% in 2024), while female literacy aims for over 99% (from 65.94% in 2024). These goals address current challenges like low female workforce involvement, gender-based crimes, and regional inequalities in sanitation and clean fuel access.

Empowerment strategies are embedded across missions, particularly in “Future-Focused Education and Skills” via the RRR Approach (Reimagine, Redesign, Reinvest). The Teach-to-Transform 2.0 and Future Skills Program will align education with green skills and industry needs, fostering practical learning and entrepreneurship. The “She Rise 2.0” action under Future-Envisioned Industrialization promotes women’s inclusion in economic activities. Broader social security comes from the Social Security 360° Plan, which ensures financial stability and addresses vulnerabilities, while the Governance Mission’s AAA Framework (Anticipatory, Adaptable, Agile) will enhance local self-governance to reduce disparities.

Economic Profile

Haryana envisions a nominal state GSDP of USD 1 trillion by 2047, up from USD 159.93 billion in 2024-25. Per capita income is targeted at INR 63,08,198 (from INR 353,182 currently), with unemployment dropping below 1.5% (from 3.60% in 2024). Renewable energy’s share in total installed capacity is set to surpass 80% (from 8.06% in 2021), underscoring a shift to sustainability.

To elevate per capita income and economic metrics, the “Future-Resilient Finance and Security” mission adopts the SSS Approach (Safe, Secure, Stable). Key actions include Trillion NEXT Haryana for sustainable growth, Cyber Fort 2047 to combat cybercrimes, and Quantum Ledger Alliance for innovative financing. The “Future-Envisioned Industrialization” under the III Approach (AI Innovation, Inclusion, International Alignment) features AI-Infused Industrial Corridors and Global Green Axis to boost manufacturing in autos, textiles, and IT. Agriculture’s “Future-Secure Agriculture and Food” via the EEE Approach (Equitable, Eco-Friendly, Experimental) includes Zero Burn, Green Return Initiative and Agri-Tech City for high-yield, climate-resilient farming. The Supportive Mission’s TTT Approach (Technology, Trade, Training) with One-Click e-Governance Revolution and Haryana Global Gateway will attract investments and enhance digital infrastructure.

Path Forward: Missions and Aspirational Scenarios

The vision adopts a mission-mode approach overseen by a new “Department of Future,” translating into six strategic missions and one supportive mission. Environmentally, the “Future-Prepared Environment” CCC Approach (Clean, Carbon Negative, Conducive) targets carbon-negative status through Rivers Reborn Accelerator and Smart Ecosphere. Overall, the document warns against business-as-usual, advocating an aspirational path leveraging opportunities like MSME growth and solar policy to mitigate threats such as AI job displacement and urbanization pressures.

State officials describe Haryana@2047 as a roadmap to inclusive prosperity, where innovation, sustainability, and equity ensure no one is left behind. As Chief Minister Nayab Singh Saini stated in the launch, “By focusing on our youth and women, we will power a thriving, resilient economy.” Experts note that successful implementation could position Haryana as a global leader in sustainable development by India’s centennial independence.
