Panchkula, October 21, 2025 — In a shocking development, Haryana Police have registered an FIR against former Punjab Director General of Police Mohammad Mustafa, his wife and former minister Razia Sultana, along with their daughter and daughter-in-law, in connection with the death of their 35-year-old son, Aqil Akhtar.
The Incident
Aqil Akhtar was found unconscious at his residence in Sector 4, MDC, Panchkula on the night of October 16 and was immediately rushed to Civil Hospital, Sector 6, where doctors declared him dead upon arrival.
Aqeel, a practicing lawyer at the Punjab and Haryana High Court, initially had his death attributed by the family to a drug overdose. No foul play was initially suspected, and the body was handed over to the family for last rites after a post-mortem examination.
Legal Charges
The case has been registered at the Mata Mansa Devi police station in Panchkula under sections 103(1) and 61 of the Bharatiya Nyaya Sanhita (BNS), which deal with murder and criminal conspiracy charges respectively.
The Complaint
The development comes days after a neighbour, Shamsuddin Chaudhary, from Malerkotla, held a press conference making serious allegations and later submitted a complaint to the Panchkula Police Commissioner. The complainant alleged that Aqil’s death occurred under suspicious circumstances and warranted thorough investigation.
Viral Video Evidence
The case took a dramatic turn when a video allegedly recorded by the deceased emerged. In the videos, Aqil alleged that his father, Mustafa, was having an affair with his wife, which gave him mental trauma. He stated concerns about being falsely framed or facing harm.
The video, reportedly recorded on August 27, shows Aqil accusing his father, former DGP Mohammad Mustafa, of having an illicit relationship with his wife and making grave allegations against his mother, Razia Sultana, and sister, claiming they were conspiring against him.
Aqil also accused his family of gaslighting him, telling him he was delusional and hallucinating.
Investigation
Police have formed a Special Investigation Team (SIT) led by an ACP-rank officer to probe the matter, with Panchkula DCP Srishti Gupta confirming the registration of the case late on October 20.
Panchkula police stated that the investigation shall be conducted with an open mind and without any prejudice, ensuring that no guilty person is spared and no innocent person suffers, with the department remaining committed to upholding transparency and justice in this matter.
Background of the Accused
Mohammad Mustafa, a 1985-batch IPS officer, was considered close to former Punjab CM Captain Amarinder Singh and retired from Punjab Police in 2021 before joining the Congress party.
Razia Sultana has served twice as MLA from Malerkotla and as a minister in both the Amarinder Singh and Charanjit Channi cabinets.
Aqeel is survived by his wife, a son, and a daughter.
