Haryana Reshuffles 63 IAS and HCS Officers in Sweeping Transfer Drive
Governor’s order triggers the largest single-day bureaucratic reshuffle in the state this year, realigning divisional commands, urban bodies and key secretarial posts with immediate effect
Chandigarh, 25 March 2026 — The Governor of Haryana on Wednesday ordered the simultaneous transfer and posting of 63 officers from the Indian Administrative Service and the Haryana Civil Service, effective immediately. The order, signed by Chief Secretary Anurag Rastogi, touches virtually every division, district and department across the state in one of the broadest administrative overhauls seen in recent months.
The most senior reshuffle involves divisional command. Geeta Bharti, a 2005-batch IAS officer who had been serving as Secretary in the Home Department, has been appointed Commissioner of Hisar Division, taking over from Ravi Prakash Gupta (2007 batch). Gupta simultaneously moves eastward as the new Commissioner of Gurugram Division, while retaining his existing charge as Secretary for Urban Estate — a dual responsibility that underlines the pace at which the state is filling senior vacancies.
Amit Kumar Agrawal, one of the most portfolio-heavy officers in the state, adds yet another charge to his existing responsibilities as Commissioner and Secretary for Industries and Commerce, Information and Public Relations, and Heritage and Tourism. He has now been designated Member Secretary of the Kurukshetra Development Board — against a vacant post, the order notes.
Among the more consequential moves lower in the hierarchy, Satbir Singh (2018 batch) leaves his posting in Faridabad to take charge simultaneously as Director of Fire Services and Chief Executive Officer of the Ayushman Bharat Haryana Health Protection Authority. The appointment relieves Shekhar Vidyarthi, a 2004-batch officer, of the Fire Services charge. Narhari Singh Banger (2011 batch), who had been awaiting orders, has been posted as Managing Director of CONFED — a post the order formally upgrades, declaring it equivalent in status and responsibilities to the Senior Scale of IAS under Rule 12(1) of the IAS Pay Rules, 2016.
The 2022 and 2023 batch IAS officers feature prominently in the churn. Anjali Shrotriya, Ankit Kumar Chouksey, Arpit Sangal, Jyoti, Utsav Anand and Dr. Rahul Raiya — all previously serving as Sub-Divisional Officers — have been moved into Additional Deputy Commissioner roles across Faridabad, Panipat, Sirsa, Nuh, Hisar and Karnal respectively. The pattern reflects a deliberate strategy of deploying younger officers into district-level positions where vacancies had accumulated.
The HCS reshuffle spans 42 officers across the 2011 to 2023 batches and is equally sweeping in its scope. Shashvat Sangwan (2022 batch), currently Mission Director of Swachh Bharat Mission Urban, has been asked to additionally head Urban Local Bodies and serve as Special Secretary for the department — stepping in during the election duty period of Mukul Kumar, a 2011-batch IAS officer. Several officers holding CEO, Zila Parishad positions have been rotated into Sub-Divisional or city magistrate roles, while others have moved into municipal commissionerships in Gurugram, Faridabad and Karnal.
The order closes with a procedural note: the posting of Anil Kumar Yadav (HCS, 2016) will be issued separately at a later date. DDOs concerned have been directed to furnish service verification certificates and challans of leave salary and pension contribution within seven days of officers relinquishing charge.
