Cabinet introduces split payments, long-term savings, and performance-linked eligibility to promote women’s empowerment and social goals

Chandigarh, January 1, 2026: The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, has approved major amendments to the Deen Dayal Lado Lakshmi Yojana (DDLLY), 2025, transforming it into a more holistic initiative focused on financial empowerment, long-term savings, and socio-economic development for women in the state.

Under the revised scheme, the monthly assistance of Rs 2,100 per eligible woman remains unchanged. However, starting from the second month, the payout will be split: Rs 1,100 will be directly credited to the beneficiary’s savings bank account for immediate use, while Rs 1,000 will be deposited into a government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account. The accumulated amount, including interest, will be disbursed to the woman upon maturity, with the tenure capped at five years and decided by the government.

The amendments also introduce new social development-linked eligibility criteria alongside existing income-based norms. Mothers whose children in government schools score over 80% in Class 10 or 12 board exams, or achieve grade-level competency under the NIPUN Bharat Mission in Classes 1-4, will qualify. Additionally, mothers who rehabilitate children from Severe Acute Malnutrition (SAM) or Moderate Acute Malnutrition (MAM), as certified by the Women and Child Development Department, will be included. For these new categories, the income ceiling is raised to Rs 1.8 lakh annually as per Family Identity Data Repository (FIDR). However, mothers with more than three children are excluded from this category, aligning with the Viksit Bharat vision for responsible family planning.

To ensure transparency, beneficiary lists verified by CRID will undergo community validation through Gram Sabhas in rural areas and Area Sabhas or Ward Committees in urban areas. Any ineligible or fraudulent cases identified will lead to discontinuation of benefits.

Background of the Scheme The Deen Dayal Lado Lakshmi Yojana was launched on September 25, 2025, coinciding with the birth anniversary of Pandit Deen Dayal Upadhyaya, with the primary goal of enhancing women’s social security and financial independence. Targeted at women from low-income families (originally below Rs 1 lakh annual household income, with domicile and age criteria), the scheme provides direct monthly financial assistance of Rs 2,100. Within just two months of launch, approximately 10 lakh women registered, underscoring its popularity and rapid acceptance among beneficiaries. Earlier disbursements have reached over 7 lakh women in multiple tranches, marking it as a flagship welfare program of the Nayab Singh Saini government.

These amendments aim to evolve DDLLY from a pure cash transfer scheme into an outcome-oriented program that encourages savings habits, rewards educational excellence and child health improvements, and promotes community accountability—further aligning with national goals under Viksit Bharat.
