Chandigarh, November 4, 2025– In a significant development in the ongoing investigation into the suicide of senior Haryana IPS officer Y Puran Kumar, authorities have confirmed the immediate transfer of his former gunman and key witness, Head Constable Sushil Kumar, from Rohtak Jail to the more secure Ambala Central Jail. The move, set to take place today, follows mounting concerns over Sushil’s safety, including allegations of daily torture and death threats from fellow inmates.

NewsArc has learned from DG, Prisons, and Alok Kumar Rai that the decision was expedited after a detailed review of a plea submitted by Sushil’s wife, Soni Devi. “Sushil Kumar will be shifted to Ambala jail today to ensure his protection as the primary witness in this sensitive case,” Rai told NewsArc exclusively.

The Plea That Sparked Action

Soni Devi’s letter, dated November 2, 2025, and addressed to top officials including the Additional Chief Secretary (Home), Director General (Prisons), Registrar General of the Punjab and Haryana High Court, Rohtak District and Sessions Judge, Chandigarh SIT, and the Rohtak Jail Superintendent, painted a grim picture of her husband’s predicament. She described Sushil not as an “ordinary prisoner” but as the sole key witness in FIR No. 0156/2025, pertaining to the suspicious circumstances leading to Y Puran Kumar’s death on October 7, 2025.

In the letter, Soni alleged that Sushil is the only individual who can testify that the corruption FIR against him in Rohtak—filed on October 6, 2025, by liquor contractor Praveen Bansal accusing him of demanding Rs 2.5 lakh monthly bribes—was “false, fabricated, and part of a conspiracy.” This echoes claims made earlier by Puran Kumar’s wife, IAS officer Amneet P Kumar, who has accused influential officials of mentally harassing her husband, leading to his suicide. Amneet, who was in Japan on an official delegation at the time, has demanded a CBI probe and invoked the SC/ST (Prevention of Atrocities) Act, citing her family’s Scheduled Caste background as a factor in the targeting.

The plea has ignited fears of witness tampering in a case already mired in controversy, including caste-based discrimination allegations from Puran Kumar’s eight-page suicide note, which named over 30 senior officers for systemic harassment.

Timeline of a Tragic Chain of Events

Rohtak Police arrest Sushil Kumar on corruption charges. During interrogation, he implicates Puran Kumar, though no formal notice was issued to the officer. Sushil is remanded to judicial custody in Rohtak Jail. The arresting team includes ASI Sandeep Lathar of the Cyber Cell.

Devastated by the FIR and fears of impending action against him, Puran Kumar shoots himself at his Chandigarh residence using Sushil’s service revolver. An eight-page suicide note and a will (leaving everything to Amneet) are recovered, alleging mental torture by 10 senior officers, including DGPs and ADGPs.

ASI Sandeep Lathar, a key member of Sushil’s arrest team, dies by suicide at his uncle’s farm in Rohtak. His three-page note and video message accuse Puran Kumar of corruption and name Amneet and her brother (AAP MLA Amit Rattan) in an abetment FIR (No. 305/2025), adding layers of intrigue.

The Chandigarh Police’s Special Investigation Team (SIT) has since recorded statements from two lawyers whom Puran Kumar consulted on October 6. They confirmed his extreme anxiety, with one stating, “He feared the FIR against Sushil was just the beginning, and a false case would soon target him too.” The SIT is also probing links to the Rohtak corruption case and Lathar’s death, with an Haryana Police SIT now assisting.
