Tribunal holds civic authorities accountable for tragic incident, orders detailed inquiry into infrastructure failures and negligence

NOIDA — The National Green Tribunal (NGT) has taken suo motu cognizance of the tragic drowning of a software engineer in a waterlogged ditch in Noida, holding that “glaring lapses by authorities” directly contributed to the preventable death.

The incident, which has sparked widespread outrage over civic apathy and poor urban infrastructure management, occurred when the techie’s vehicle fell into an open, unmarked drainage ditch that had been flooded during recent heavy rains. The victim was unable to escape the submerged vehicle in time.

In a strongly-worded observation, the NGT bench stated that the death was a direct consequence of administrative negligence and failure to maintain basic safety standards in public infrastructure. “This is not merely an accident but a case of systemic failure where authorities tasked with public safety have abdicated their responsibilities,” the tribunal noted.

The NGT has directed the formation of a joint committee comprising representatives from the Central Pollution Control Board, Uttar Pradesh Pollution Control Board, and local municipal authorities to conduct a comprehensive inquiry into the incident. The committee has been given four weeks to submit a detailed report identifying the specific lapses and recommending accountability measures.

The tribunal has also sought explanations from the Noida Authority, the Public Works Department, and other concerned agencies regarding the absence of proper barricading, warning signage, and safety measures around the drainage system, particularly during the monsoon season.

Environmental experts have pointed out that such incidents highlight the broader issue of haphazard urban planning and the failure to integrate climate resilience into infrastructure development. “Waterlogging and inadequate drainage management are recurring problems that claim lives every year. Authorities need to be held accountable,” said a senior environmental lawyer.

The victim’s family has demanded strict action against the negligent officials and compensation for their loss. Citizens’ groups have also called for a complete audit of Noida’s drainage infrastructure and immediate corrective measures to prevent similar tragedies.

The NGT has scheduled the next hearing for later this month and has made it clear that it expects concrete action rather than mere assurances from the authorities. The tribunal emphasized that environmental and civic safety issues cannot be treated with complacency, particularly when they pose direct threats to human life.

This case adds to a growing list of instances where the NGT has intervened to address urban infrastructure failures and hold government agencies accountable for lapses that endanger public safety and environmental health.
