CHANDIGARH, October 8, 2025 — The investigation into the death of senior Haryana cadre IPS officer Y Puran Kumar has taken a dramatic turn with reports emerging that authorities have recovered a nine-page note from the scene, sources indicate.

The 2001-batch officer, who held the rank of Inspector General of Police (IGP), was found dead on Tuesday afternoon at his official residence in Sector 11, Chandigarh, with a gunshot wound to the head. Police confirmed he used his service revolver to take his own life.

According to preliminary investigation reports, Kumar had sent his security guards outside before retreating to the soundproof basement of his residence, where he allegedly shot himself. His daughter discovered his body.

The recovery of the purported note has added layers of complexity to the investigation. Some reports suggest the document names both serving and former police officers, though official confirmation remains pending. Chandigarh Police SSP Kanwardeep Kaur confirmed the death as suicide based on the crime scene examination.

Background of Controversy

Kumar, who hailed from Andhra Pradesh, was most recently posted as Inspector-General of Police at the Police Training Centre in Sunaria, Rohtak. He had developed a reputation within the force as an officer willing to take on administrative irregularities and corruption.

However, his career had been marked by professional controversies. Kumar was reportedly linked to a corruption FIR and had been embroiled in disputes over promotions and transfers within the department. Colleagues described him as someone who frequently clashed with the system.

The Rohtak Bribery Case Connection

Kumar’s suicide is now being linked to a corruption case that emerged just hours before his death. On Monday, Rohtak Police arrested a man identified as Sushil, described as Kumar’s former gunman or constable, following a complaint by a local liquor contractor who alleged that bribes were being demanded in the IGP’s name.

According to police sources, Sushil had allegedly demanded monthly payments ranging from Rs 2 to Rs 2.5 lakh from the businessman. The case gained traction after an audio clip and CCTV footage related to the extortion attempt were recovered. During interrogation, Sushil reportedly named Puran Kumar, claiming he was acting under the senior officer’s instructions.

The FIR was registered on Monday, and Sushil was presented in court on Tuesday evening — the same day Kumar took his life. The timing has led investigators to examine whether the corruption allegations and the impending legal scrutiny played a role in pushing the officer toward his tragic decision. However, controversy has erupted over whether proper government approval was obtained before naming Kumar in the FIR, as required under procedural norms for senior officers.

Wife in Japan During Tragedy

Adding to the tragedy, Kumar’s wife, Amneet P Kumar, a senior IAS officer, is currently in Japan as part of an official delegation led by Haryana Chief Minister Nayab Singh Saini. She is reportedly returning to India following the news.

Chandigarh Police are examining Kumar’s personal phone, belongings, and other evidence to piece together the circumstances leading to his death. The body has been sent for post-mortem examination, with forensic and ballistic reports awaited.

Authorities are analyzing the contents of the recovered note to determine whether administrative pressure, professional conflicts, or personal issues played a role in driving the senior officer to take this extreme step.

So far, the family has not issued any public statement, and police officials have declined to comment on the specifics of the note or name any individuals mentioned in it.
