Young lawmakers are the architects of Viksit Bharat 2047, says Haryana Assembly Speaker

Harvinder Kalyan addresses the Commonwealth Parliamentary Association’s Zone-7 conference in Panaji, urging young legislators to go beyond attendance and become active champions of democratic values — thought, conduct and leadership.

Haryana Legislative Assembly Speaker Harvinder Kalyan on Friday called on young elected representatives to position themselves as the driving force behind India’s goal of becoming a developed nation by 2047, speaking at the Commonwealth Parliamentary Association (CPA) India Region Zone-7 (West Zone) conference held in Panaji, Goa.

The three-day conference, running from April 8 to 10, brought together legislators and parliamentary figures from across the region. The session was attended by Goa Governor Pusapati Ashok Gajapati Raju, Lok Sabha Speaker Om Birla, and Goa Legislative Assembly Speaker Dr. Ganesh Chandru Gaonkar, among other dignitaries.

Addressing the conference on the theme ‘Role of Young Legislators in Achieving the Goals of Viksit Bharat by 2047’, Kalyan drew a parallel between Haryana’s tradition of prioritising action and Goa’s long struggle for liberation from Portuguese rule — describing Goa’s journey from colonial subjugation to full integration into Indian democracy as a glorious chapter in the nation’s history.

Kalyan said the CPA India Region Zone-7 conference was an affirmation of the deepening roots of Indian democracy, and commended Lok Sabha Speaker Om Birla for his sustained efforts to strengthen parliamentary traditions across the country.

Speaking on Prime Minister Narendra Modi’s Viksit Bharat vision, Kalyan stressed that young parliamentarians and legislators bear the greatest responsibility in translating the dream into reality. “Democracy is not merely a system of governance for us — it is a fundamental way of life,” he said, reminding delegates that freedom was not handed to India without sacrifice. He urged the new generation to carry that spirit of struggle and dedication within themselves as the country moves through its Amrit Kaal.

The Speaker made clear that the role of young representatives must extend well beyond simply being present in chambers and committees. He called on them to become powerful carriers of democratic values at three levels: thought, conduct, and leadership. “The dream of a developed India will be realised only when our democracy becomes more aware, accountable, transparent and people-centric,” he said. “The most effective architects of that transformation will be our young legislators and members of Parliament.”
