JJP Leaders Get Bail in GJU Gate-Breaking Case; Dushyant Chautala Alleges Police Intimidation in Hisar

Former Deputy CM claims armed cop in plainclothes tried to run his convoy off a bridge; cross-complaints filed as political storm brews in Haryana

Six Jannayak Janta Party (JJP) leaders arrested in connection with the breaking of the Vice Chancellor’s office gate at Guru Jambheshwar University (GJU) in Hisar have been granted bail by the court of Sumit Singh, with each required to furnish a bail bond of ₹30,000.

The arrests stem from an incident on April 16, when approximately 250–260 people, including members of the student organisation INSO, gathered and marched toward the university after being denied permission to hold a ‘Chhatra Samvad’ programme on campus. Police allege the group forced entry, clashed with personnel at Gate No. 3, and broke the gate of the VC’s office, creating panic within the university premises. Six individuals — Jitendra Shyoran, Bijendra, Gaurav Saini, Tarun Goyal, Deepak Ahuja, and Ravinder Kumar — were subsequently arrested.

Convoy Confrontation Triggers Controversy

The situation escalated sharply on April 17, when former Deputy CM Dushyant Chautala and his brother Digvijay Chautala arrived at the SP office intending to surrender themselves in the case. Dushyant alleged that a police vehicle attempted to block and ram his convoy at the Sabzi Mandi flyover in Hisar. He further claimed that a plainclothes officer — identified as CIA Incharge Pawan Kumar of Mill Gate — pointed a firearm at him, while another officer present in the vehicle was reportedly carrying an AK-47.

Dushyant also alleged that CCTV footage from the flyover was subsequently deleted by police personnel, and announced that he would approach the court to preserve any remaining footage.

Cross-Complaints Filed; Probe Ordered

In a development highlighting the deepening standoff, both sides have now filed formal complaints. Dushyant lodged a complaint against CIA Incharge Pawan Kumar at the Urban Estate police station in Hisar, and levelled allegations of connivance against SP Security Incharge Amarjeet. Pawan Kumar, in turn, filed a counter-complaint against both Dushyant and Digvijay Chautala, alleging that Dushyant’s driver drove recklessly and that Digvijay physically shoved constable Rajkumar — an act he claims is visible in video footage. SP Sidhant Jain has assigned the investigation to DSP Kawaljit.

Dushyant Warns of High Court Action

Speaking at a press conference in Chandigarh on Saturday, Dushyant expressed frustration that more than 24 hours had passed without an FIR being registered against the CIA Incharge. He stated that the DGP had not answered his calls, and warned that if no action was taken by Monday, he would approach the Punjab and Haryana High Court. He also demanded the transfer of the SP and an inquiry headed by an officer of ADGP rank along with the Home Secretary.

CIA Incharge’s Chequered Past

Pawan Kumar is not without controversy of his own. In 2023, when he served as incharge of the Narcotics Control Bureau in Haryana Police, an FIR was registered against him and six other officers under IPC Section 302 (murder) and Section 34 (common intention) in connection with the custodial death of Fatehabad resident Harpal, 40, who died during treatment at PGIMS Rohtak on August 31, 2023.

Political Fallout

The episode has ignited a political firestorm on social media, with JJP pitting itself squarely against the ruling BJP. JJP supremo Dr. Ajay Chautala questioned why students couldn’t meet their Vice Chancellor and condemned the police action against party functionaries as deliberate. JJP state president Brij Sharma called it “open hooliganism” by the BJP government. Congress legislators from Aellenabad and Sirsa — Bharat Singh Beniwal and Gokul Setia — also voiced support for Dushyant, broadening the political opposition to the police’s conduct.

Dushyant’s mother and senior JJP leader Naina Chautala has also raised four pointed questions directed at the police, further intensifying pressure on the Haryana government.
